Where is cmd exe located in vista

I have recently reinstalled Windows due to Virus problems, and it worked fine for a while after that, but the Virus' have returned, and recently I haven't been able to run any. I have cleared my PC of all infections, using Spyware Doctor, and everything else seems to be running smoothly.
